Plain and simple he shouldn’t be in the side . He’s hardly set the league on fire this year . On average you're more likely to have success with an established player than with someone unknown from the lower leagues. That doesn't mean there's no exceptions, but I'd say in general past record is an indicator of future performance.

Not sure I'd really like being given a promotion and then to have my old boss brought back into a position above me. Wouldn't feel like a promotion really - not a lot of room for growth. But we'll see how this pans out!
