This is a simple issue. Did the RFL withhold any health issues around head injuries. Were protocols adequate given the data around head injuries. If they have then its likely to be a big handout. NFL are getting sued due to withholding data from players. Personally i think most are chancers who are ...

RE cap, if every team had to spend a minimum of 90% it would bring bottom teams up, as it is it brings top teams down. Force clubs to spend money they don’t have? Here is where licensing comes in.
