Bradford broke the salary cap in 2006 and were deducted two points and handed a £15k fine which was suspended.
In 2007 they committed another offence and got another two pints docked but that suspended fine was not imposed.
The reason it wasn’t was explained to me via email thus:

The punishment is as stated on the Super League website. A deduction of two competition points plus the costs of the case.
This is in line with the tariff of punishments agreed by all clubs and the RFL.
The panel also found that in Bradford 's 2006 case, there had been no conduct prejudicial to the bests interest of the game therefore the fine from last season remains suspended.
