Looks like they will have to go into a government approved hotel for 10 days when arriving back.

I think that only refers to those 22 named countries that you have to quarantine from, Australia (and NZ) shouldn't apply due to their rates being the lowest in the world. Shouldn't be a problem for French, Hastings ?

Correct.
They will just need to self-isolate for up to 10 days and this can be reduced if they produce a negative result from the 5th day.

Would it not make sense to fly these two players back before the 15th so that they do not have to quarantine for 10 days in an hotel.

Nothing more on Hastings, both are expected back week beginning 22nd Feb (or 21st depends if you go off Sunday/Monday
