Toronto / Super League money

Apparently Toronto, if promoted, will not receive the central distribution money they are entitled to. It will he split between the other 11 clubs with super league taking some to help with their management of the league.
First of all why are they not entitled?
Secondly, why are the “Super League” as Sky Sports states keeping some?

Yes 11 chairmen will be wearing Toronto gear tomorrow night I suspect

Superleague will use the money to develop and promote superleague.
Better than the rfl taking a cut and paying off nigel wood to then move him to the rfil

Superleague will use the money to develop and promote superleague.

Big Nige is busy sorting out Tonga's problems.

In my view they should get the same share but they should be expected to pay the costs of visiting teams.
