Nobby is not qualified to make judgements on juniors. He does not live in the area and has hardly seen any junior matches. Even if he did he has to delegate. Junior recruitment has to go through Bell and Foley with recommendations from Jack Roden (Chief Scout) Lindsay has a role in terms of letting Bell and Noble both know how much money they have available. It is common sense.
