Penalty or Scrum

I have a couple of question's
If a player from the attacking side kicks the ball out on the full after the last tackle, is it a. Turnover from where the ball was kicked, b. a penalty from where the ball was kicked or c. a scrum from where the ball was kicked.

Same question realy but if he kicks the ball out on the full before the last tackle is the outcome the same?
