I don't think they have and I think the increase in penalties is down to more being given for technical offences such as not being square at the PTB and incorrect PTB's for example. They also seem a lot more fussed about the scrums these days as well.jinkin jimmy posted:

I was never a fan of Karl Kirkpatrick but in a sort of parting shot interview I read somewhere he has a go at the number of penalties being given these days and says he was proud to only give 6 in his last GF appearance. His attitude was (he says) to penalise the blatant offences and give the benefit of the doubt to the other less obvious technical infringements. He also quoted Mo when he said "We are in the entertainment business" meaning the game was the entertainment not the ref as he also thinks the refs are not invisible enough since going full time.Not for the first time I say full time refs have had a detrimental effect - it's as if they now believe they have to be more involved when really they should be trying to be invisible.
