what about hull kr ? they have got a very poor staium and facilities

It has not been said how they will measure the "Finance and Solvency" criteria (or any of the others for that matter). I'd guess the Finance bit means running the club well such as filing accounts on time and complying with financial regulations. I think the only ones that screw Quins are "Player production and competitiveness" and "attendance". At most four points lost.
So they will get at least 6 out of 10 with that location 1 point ensuring they are not a category C side.

The only way Wigan and Saints will get a franchise is if they get enough points. It can't be any other way because the RFL are going to publish the scors of each club.ancientnloyal posted:

I only gave them 1 point for finance, largely as a balancing act between income (which can't be all that high with their attendances) and expenditure. So if Saints got scored 5 and everyone else 6 or more then once that got into the public domain the RFL would have a bit of a problem on their hands.
Of course they could fix it so Saints scored enough points but that just leaves them open to being accused of having done just that if it is blindingly obvious they got points when they didn't deserve them.
