what about hull kr ? they have got a very poor staium and facilities

True, Hull KR do have a poor stadium, at least Salford and Leigh have impressive stadiums being built. Leigh won't get a franchise even though their stadium will be Halton-esque and their youth set-up is.. / was ok. They dont have the fans and their board keep jumping ship each month.

It's still all very vague, unless there are more unpublished details somewhere.

Take attendances; where are the borderlines between 2, 1 or 0 points?
I'd suggest something like over 10k = 2 points, 5-10k 1 point.

Stadium & Facilities is purely subjective, apart from max capacity.

How far back do they look for rule-breaking?

Geographical location, as Dave says, is presumably based on the nearest other club, but as mentioned, what about Salford?

I still reckon we get 8 out of 10, though, just missing out on location & rule-breaking.

it doesnt really matter what Wigan get, we'll get the franchise 100%... so too will St Helens.

Is the finance thing about the club making money or just having money?
It has not been said how they will measure the "Finance and Solvency" criteria (or any of the others for that matter). I'd guess the Finance bit means running the club well such as filing accounts on time and complying with financial regulations. Solvency bit is a little more obvious and means what it says.

I think Quins are more than likely to be financially well run and solvent. It is to be hoped they are given our new owner has been running them for the past two years!

So I reckon they would get two points for that criteria.

The only way Wigan and Saints will get a franchise is if they get enough points. It can't be any other way because the RFL are going to publish the scors of each club.

So if Saints got scored 5 and everyone else 6 or more then once that got into the public domain the RFL would have a bit of a problem on their hands.

Of course they could fix it so Saints scored enough points but that just leaves them open to being accused of having done just that if it is blindingly obvious they got points when they didn't deserve them.

I only gave them 1 point for finance, largely as a balancing act between income (which can't be all that high with their attendances) and expenditure. I would only be giving the 4 or 5 clubs that are actually making a profit the full 2 points.

Naah, the points system will have been devised with the clubs they wanted in SL in mind, so it won't be a fix as such but a foregone conclusion.
