1 way Mike might know if he is running the server then hi IP No. should come up and that is the same all the time unless you go to the extreme of changing your modem every few months.

Not necessarily. The account I have at my ISP allocates IP addresses dynamically. Other accounts give you a static one. So if his ISP gives static IP addresses then he'd have to change ISP to remain anonymous! OTOH if they allocate dynamically, he could hide behind a new name.
