RFL reach agreement with consortium for new professional Rugby League club in Bradford

I read, I think it was on Redvee, that the Administrators fee was £250,000. If so, who pays this sum, certainly not the RFL as they own Odsal and Bradford were tenants.
Could someone explain away the intricacies here because I'm confused about the whole affair now as Chalmers/Lowe have been turned down for apparently the same deal previously.
