Surely the way forward would be for the match review panel to cite the players and the disciplinary committee to decide the grade of offence and hence the ban.

You still see some inconsistency in citations and charges not being made, so it wouldn't be perfect, but I agree that could help consistency. Though it would prevent players/clubs from knowing the charge they face ahead of the hearing, which I'm not sure is fair, and would end the EGP.
