The stewards are somewhat responsible because as many say they will not challenge this group. I sometimes sit above the disabled area and the stewards are quite happy to scream at the people sitting on the front row if they lean over and so on.

I was just behind the disabled viewing stand on the right of South stand, and one of the stewards made one fan stop draping a flag over the wall, I presune because it may have obscured advertising, or is there another reason?

quite right, its not difficult to understand, the stewards SHOULD sort them out but they need to be told about the disturbances in order to act, if no-one complains they're not going to do anything unless its noticeable disturbance, like fighting!pie eaters posted:

Of course it's their job, they're their to keep order in the crowd to enhance the gameday experience for the crowd as a whole.
