I'm not sure, my guess is that they must have to wait to put the full game out due to broadcasting rights with Sky/BBC but they can get the 15 mins one out before? Surely its easier to get the full game out first as the editing for the highlights packages must take some time and effort.
Yes they do. Think it’s 48 hours after.

Also, much of the time, the so-called "15 min" clip is just the 5 minute clip, but with all the tries shown umpteen times, and the full delays of the VR calls.
