Moderators permissions

I think I might give moderators permissions to block users from the site. This will allow us to stop users clogging up the site with rubbish off-topic trolling posts from time to time more effectively.
The criteria for blocking a user should be along the lines of:
The user is an obvious troll.
After a warning or two the user continues to post trolling/offensive messages, or reappears later and starts the same behaviour.
You can then consider blocking.
Don't block users that post repetitive messages or otherwise break the ettiquette of the site - we'd not have anyone on here if we did that.
One thing to note is that there is currently nothing to let the user know they have been blocked, just they won't be able to login anymore. There is no message or anything. If it becomes neccessary, I'll add some functionality to display a message to a blocked user and allow appeals etc.
To block a user: Click on their user name.
Hit the "Edit" button
On the resulting form set "User Active" to False.
Hit Update.
They are now blocked.
