The Saturday Daily Telegraph can reveal Smith and agent Jim Banaghan are ready to accept offers from Australia and Great Britain for 2010.
The move follows a chaotic week of salary cap salvos, South Sydney survival talk and the defection of fellow Stormer Michael Crocker to Hull.
Sydney Roosters chief executive Brian Canavan and Manly counterpart Grant Mayer both described the move as "a bad look for the game".
"I mean, are we going to read about these contract negotiations for the next 18 months?" Mayer asked. "You'd certainly hope not.
"The mind boggles. It's not a good look and I'm not sure it sends the right message to the supporters either."
Banaghan insisted, however, there was nothing in the transfer regulations preventing negotiations with any rival club from beginning immediately.
That's despite the agent for NSW half-back Peter Wallace saying last week he did not feel he could open talks until November.
"I'll start taking to some other clubs in the next few weeks ... (Cameron) can talk and sign with anyone," Banaghan said
