Widnes cos they've already got a good stadium and Steve Mac's one of my mates, and Halifax, just cos it would be good to keep the bad salford fans out of the superleague.
I've got a feeling that it's going to be Salford and Celtic Crusaders though. So called expansion and a few back handers

The only issue I have with Wignes is the financial state they have let themsleves get into recently, but then again we haven't exactly been whiter than white
Celtic and Wignes, but agree that we don't need Cas in the league. I less form the dark side and bring in a team from Cumbria.
Salford, great plans for the new ground, but no one to fill it

Yes Widnes seem to be very professional since their new take-over - nothing flash and involving the fans a lot. I think they're planning for the long-term say 5 years time they should or could be a stable franchise team of the likes of Huddersfield... i think their owner will be happy come 2012 thats where they'd be.
You know the saying - new stadium - new fans for Salford. But... look at Widnes since their move.

Here's one then.
I know these aren't official gradings, but this is how Angela Powers has scored clubs for Sky.
A Licenses
Leeds, Saints, Hull, Warrington
B Licenses
Wigan, Catalans, Bradford, Huddersfield, Harlequins, Widnes, Leigh, Salford
C Licenses
Hull KR, Castleford, Wakefield, Halifax, Celtic C, Featherstone
She has not yet graded Toulouse.
Supposing the RFL score clubs in the same way, given that all A's and B's are straight in that only leaves two places for the C's and Toulouse. Can't see them leaving HKR out.
