Not convinced it is so straight forward. More likely asideways shuffle or a figure like Hanley coming onboard.

Tony smith is gonna be named Coaching Director above Lowes, but i think lowes is still 1st team coach

In effect Lowes is no longer coach? Smith is but has a fancy Director of coaching title?

Smith has signed a two and a half year contract and will head up Wolves' Coaching and Performance team. James Lowes will take on the role of First Team Coach, working alongside Tony Smith.
Wolves' Chief Executive, Andy Gatcliffe is delighted the former Super League winning coach has come on board, he said:
"The previous Great Britain coaching partnership of Tony Smith and James Lowes proved to be a winning combination. Bringing the partnership back together at the club, will, we believe, bring success on the pitch."
From the Wire website. Strikes me Lowes retains the title but not the job

I dont get this at all, wasn't the whole point of smith leaving leeds to become england coach that it was a full-time job, and now its turned into a part time job again somehow?

I think the part time bit is temporary but yes it is a mess.
