I've made polls easier to add to a topic. You should see a set of tabs at the bottom of the posting pages. One should be "Poll creation". If you clikc on that, you can add a poll to the current topic. Once a poll has been created, only the owner of the poll can modify it, but all can vote.

I hope ythis decision doesn't come back to haunt you. I have a worrying feeling that some people may start opinion polls on every single topic which gets debated!!
