Does anybody agree that the rule regarding kick offs should be changed ?

I dont agree with a kick out on the full resulting in the attacking team getting a penalty on the half way line. I think it gives too much advantage and doesnt warrant a penalty.

It should be treated as any kick out on the full and be a scrum on the half way line.

I just dont think kicking the ball out on the full is malacious or warrants a penalty.
