Make a new rule along the lines of only 50% of home grown players salaries count against the cap.
  • Keeps more young players in Super League rather than NRL
  • Makes it harder for clubs like Warrington to raid other clubs youngsters
  • Encourages clubs to strengthen their youth development systems
  • Frees up more cap space for quality overseas players rather than journeymen
