PNG, NRL team

So it's been announced that PNG wil have a team (I hate the word franchise) in 2028, now I'm all for expansion but have 3 major problems,

1, The PNG government are building a compound to jeep the players and families safe as PNG is not a safe place to live, cannibalism is still common and it's still a violent country as much as rugby league players are rock stars over there its not safe and surely it would be on your mind, BUT

2, Anyone from outside of PNG who plays for
them will not be paying income tax. A good player could earn $1.3 million/£650k tax free a year, i don't care who you are or where you're from you aren't turning that down. I'd live in the compound for 3 years and take a cool £1.5 million home. But how can a team be tax free in a salary cap competition, that would make their salary cap 45% higher than any other team?

3, I don't care what anyone says the whole thing was done to keep China away as is proven with the "China clause". Sport shouldn't be involved in diplomatic affairs.

It’ll be a $600M, 5* “compound” with all the money being thrown at it, don’t worry !
Especially if most weeks they’re going to be based in Cairns, a proper beauty spot up by the Barrier Reef !

that's not happening now, when the bid was started they were going to be based in Cairns during the week but that isn't happening now as the NRL said the team needs to be based in PNG otherwise it wouldn't feel like or be an PNG team, Cairns is ok but not great. I just think about some lads over in England who will jump at the chance of playing over here tax free, 2/3 years tax free and you're set for life but as I said that's my big bug bear, how can you have a tax free team in a salary cap sport?.

Just read this. Don't really follow your query Tax free team in a salary cap sport doesn't appear to be contradictory so presumably it's ok even if it seems unfair

I don't see how you can have a salary cap of $12 million and 17 teams are paying tax at 37% to 45% meaning the lads are taking home roughly $7 million per team after tax and the PNG mob are taking home $12 million, so realistically PNG cap is almost double the other 17 teams, how is it fair in a salary cap sport?, I remember at the turn of the century 2001?, and we played over the cap for a year as Maurice said he couldn't get below the cap in time if I remember correctly and there was uproar from other teams so just imagine if we were tax free and everyone else wasn't, my word there'd be world war 3 (If it's not already started). Where is "The spirit of the cap" as we recall very well?
