6 again. Am I missing something?

Is their some sort of law which stops teams getting a penalty from certain infringements? When Jake Connor knocked on and we gathered, he held on for an absolute age to allow his side to get back. A 6 again was called. Maybe I'm way off but I thought 6 again was to try and keep the game flowing without penalties time and time again but also in certain situations where the attacking team benefits from being on the front foot. Now we were 2 points behind with around 10 to go. If we got the penalty surely we would have gone for the 2. Without the 6 again rule, Connor doesn't push his luck and we get the ball away a lot quicker
