rule changes

I was just wondering what any1 thought of a potential rule change to something that is kreeping more and more into our great game. When teams are getting pinned in there own half with a good defensive set they seem only too willing to kick the ball down field just to let the ball go dead in goal giving the opposition the ball on there 20. It just seems to me a very negative tactic. Perhaps giving a scrum on the 40 would prevent this from happening.
