What is needed is sustained success built on a solid and expandable foundation. The Dragons at least seem stronger in this area than London or Sheffield, being based as they are in a rugby league stronghold.

The London club, now Harlequins, are still battling to win over western Europe's largest city and seem to hit trouble every few years.
The latest worry concerns chairman Ian Lenegan, who steered the club away from crisis by orchestrating the tie-up with Harlequins but is now linked with a takeover at Wigan.
This may be great for the Warriors, but it could once again leave the London club's future uncertain.
The fans down south are probably used to this, but they deserve better luck for their loyalty.
If any club's fan deserve a bit of luck then surely Wigan's must be first in the queue - they supported the team last year when relegation threatened and will still continue to turn up as the RFL use whatever loophole they can find to make sure our SL season comes to nothing.
Perhaps the RFL could rule that it is against the spirit of the game for Lenegan to buy Wigan and make him buy a team in france to increase the television revenue?
