careful with this bet- i got caught out last year.
It doesn't mean Wigan (with +11) to beat the top placed team in league, it means Wigan to finish top of a weighted league effectively. So, for example, if wigan got 40 regular season points + 11 'handicap' points = 51. If then, Cas got 28 points in league with +24 'handicap' points = 52 and therefore anyone with £10 on Cas would win.
Hope that explains- basically its more about how you think the lesser teams will finish in that they have huge handicaps. Think Wakey and a.n.other won last year when i queried my bet at season end.

Being very sad, and having not much on at work. I sort of applied the handicap points to last year.
Quins 44
Catalans 41
Huddersfield 40
Wakefield 39
So yes is pretty weighted in favour of the clubs that are not expected to do well
