but the only problem is how can you have the first offence where you get a three match ban then repeat the offence again no matter if it was minimal contact or not and be told it's ok, this just shows the player he does not have to stop using the tactic at all it just shows that you just have to redefine it

If Lyon is that way intended good luck to him. But for the SL to say there was not much contact just masks the issue. They would have had to give him a major ban (10games max) for that after being warned before.

They as usual have bottled it as hes a GB player if he was not a GB player or a Stains player hed been banned.
