Just out of interest if Maurie Fa'asavalu is off-quota because he plays for England even though he wasn't federation trained, does that mean that Pat Richards is off-quota because he qualifies to play for Ireland. Its the same situation a non-federation trained player who qualifies for a nation with the EU.
