I may be wrong but I am not sure there has ever been an example of a repeat offender once the sportsman/woman has suffered a punishment / suspension.

From the way the articles are written I expect someone like Max Clifford has moved in. People will tire very quickly of the littl boy lost attitude. It may make him money but he let down 9,000 season ticket holder and some will not appriciate him milking his downfall,

For me it would be good if the club made him work within the community, once he has sorted his life out, delivering sessions to young sports people about pit falls of drug misuse.

Jim, forget Max Clifford. This is RL. Hock could have earned far far more but chose not to.

They are treated differently. You can actually take cocaine outside of competition and not be banned.

The reason you get banned if you take it in-competition is because Cocaine is considered a stimulant (as opposed to performance enhancing drugs such as steroids) by the World Anti-doping Agency (WADA).

It use is therefore banned in-competition and carries the prescribed penalties. Steroids and the like are banned at all times, not just in-competition.

If Hock had stopped taking it before the season started there would be no problem.

Have a look at this which shows a cyclist got off because he took the drug out of competition:

http://www.velonews.com/article/77383/b ... or-cocaine

While the Tour of Switzerland decision reflects that of an individual organizer, Boonen will not face the full force of UCI or WADA sanctions in the case.

"A suspension is foreseen when controls took place during competition but it's not the case in this affair," said Tieneke Sonck, a spokesman for the Regional Sports Minster .

That position was confirmed by WADA spokesman Frédéric Donze, who told VeloNews that cocaine is among a class of stimulants whose use is banned only in competition.

"If you look at the 2008 WADA Prohibited List, you will find a category named 'Substances and Methods Prohibited In-Competition' (i.e. only in-competition)," he wrote. "Cocaine is in section S. 6 Stimulants. Therefore, cocaine is not prohibited when detected out-of-competition."
may be some one in the know and better knowledge of the rules can enlighten us all
As I said cocaine is considered a stimulant by WADA and is in the list for the 2009 WADA list of in-competition prohibited prohibited substances (see section S6 in the document below):

http://www.wada-ama.org/rtecontent/docu ... pt_08.pdf

Hock by his own admission knew it was banned while playing but continued to take it.

This is my view as well. The article has that "Ghost written" look to it to me.

As to your earlier point about the tests being random Hock said in the article he was worried about being tested because of his recent involvement with England. He thought it was inevitable he would be tested and he was right.

If he thinks that most players must expect the International players in their side to be the ones picked for testing. Not quite what I call random!
