Not necessarily. The account I have at my ISP allocates IP addresses dynamically. Other accounts give you a static one. So if his ISP gives static IP addresses then he'd have to change ISP to remain anonymous! OTOH if they allocate dynamically, he could hide behind a new name.

Not necessarily. The account I have at my ISP allocates IP addresses dynamically. Other accounts give you a static one. So if his ISP gives static IP addresses then he'd have to change ISP to remain anonymous! OTOH if they allocate dynamically, he could hide behind a new name.
