I have read somewhere recently that there will be a 'Golden Umbrella' for PL Clubs relegated - £60M over 4 years. Our fee for using the DW is kept very low because the PL funds Whelan / Latics receive enables it to be so. I'm guessing CPW's answer is the correct reason.
