The NRL controllers are part of a promotion for Rugby League to in Australia and New Zealand but I'd think they will be available individually but you will probably have to buy them over the internet if you want one in England unless they bring out Super League ones.

I bought the last RL game from Gamesters which is in pemberton near to the carnegie library/halfway house, its on the one way system on the way into wigan from pem centre. They had the 1st game b4 anyone else did

Gamesters in Wigan are now taking pre orders on Rugby League 2.
The guy who took my deposit says the game is due out for both PC and PS2 in mid September.
Other platforms (XBOX, PSP and XBOX 360) should be available before Xmas.
All you need to pay to secure a copy is £2.00
