I don't see why it is dependant on the marquee rule announcement. With Bowen leaving and the fact Sam knows there is a much lower salary cap here so can't expect similar wages to NZW then why can't he just be on senior players wages at the club? He could be the one the highest salary but someone has to be.
If we are near the cap as we are, we are paying several players far too much money!

I'd love Sam to come back & have no doubt he'd improve the team. What concerns me is his signing could be a distraction, or even an alternative to solving our number 1 problem.
It seems increasingly certain that Lockers will have to call it a day soon and/or will miss many of our games. It's also evident that we're not a trophy-winning team without SOL. I'm a big Smithy fan - when he plays alongside Lockers, but our form this year says that we lack a playmaker and our structure becomes predictable when Sean is out.
Between Sam, Smithy, Rocky, George W, Powell, MM & Logan we have immense talent and potential but, if I was IL or SW, I'd be looking to buy in a proven 6, 7 or 13 who can make the team play. This would take priority over signing Sam, though both would be nice if we can manage it within the cap.

Whatever transpires Tomkins isn't the be all and end all. Leeds sign Cuthbertson and the impact is there to see. A forward of similar stature is required to replace Lockers who' time is not that far off!

No i don't think that is a problem position. We have more than enough cover for that position. Our problem is at scrum half and in the props if you ask me there are to many happy clappers on here to realise that these are our problem positions.
