But they are doing nothing to encourage youngsters to play the game, or remain in SL. Amateur rugby is at an all time low and many of our best players are being poached by the NRL. We need to financially reward success.

Because the club then gets the reward of having a quote player on their books for a number of years and then after the required period is lapsed, he is then off your quota…
Why should a club benefit from bringing over overseas players?
The benefit wouldn't be for bringing over an overseas player, it would be for bringing one over and sticking with them for a number of years.

Id prefer they didn't go ahead with this rule - I was just suggesting an alternative to ensure the benefit only goes to the club where the 5 years was spent, rather than any club benefiting by just getting the player.
