Yes, HIAs are free substitutions unless you don't come back on already as I understand it. That's to encourage teams to use them.

The player usually doesn't want to come off, and it messes up the rotations, so I think it does have an impact.

Surely you mean its currently a "no lose" situation?

I wouldn't do any of them except the captains challenge and addressing the staying down issue.

Plenty of time in future years to gradually bring in more. We make too many changes at once IMO.

Anyone can support a team when it is winning, that takes no courage.
But to stand behind a team, to defend a team when it is down and really needs you,

Obviously we cant make many rule changes unless wefollow the NRL way.Poor but true unfortunately

What I've said before about the Captain's Challenge is that the technology is clearly better in the NRL, the frozen image views are much sharper, can we say that the existing technology is good enough to judge? But I'm not opposed to the principle of it. Also many teams throw their challenge away on hopeless cases. I hope we at least learn from that.

The Captain's Challenge should be introduced, it's overdue.

Referees giving live call on tries should go and allow the VR to make the judgement.
The statement says the decision on a try will be discussed between the VR and the referee. So will this be done just verbally? Surely if they are to have a proper analysis then. the referee has to see the same images as the VR? This would send us into the realms of a pitch side screen as in soccer.

Rules arounds short kick offs should stay as they are. The alternative they suggest sounds a right mess.

If they change the rules on double movement and allow a try when the ball carrying arm has hit the floor then how does that affect the same rule in general play? We can't have one rules for general play on the ball carrying arm hitting the ground and a different rule for scoring a try surely?

There are quite a few changes suggested and too many for one season.
The two I'd pick would be the introduction of the Captain's Challenge and the abolition of the referee's live call on whether a try has been scored or not.
Limit to two changes.
Which two is the thing!

Make it so an HIA means the end of the game for the player, maybe that will stop some of the St Helens and a few other players cheating
