I have seen this happen at all levels of the game in RL and RU. If the players have no respect for the ref they will carry on with their foul play. So repeated offences despite warnings are a sure mark the referee was not in control of the game.

...but he was strict with what went on early on. It is no fault of Silverwood's if the Tongan's don't take heed of his warnings. He penalised them many times for messing about at the play the ball and for high tackles and eventually sinbinned a player.
At this point the majority of sides get the picture and sort their act out. However, the Tongan's didn't and Silverwood had to sin-bin another player.
Did they get the hint then? No... so when they start, yet another fight he sends two players off.
Try refereeing a game when all the two sides want to do is fight and you will see how difficult it is to referee, it's a nightmare.
