I think there is scope in terms of NZ players but not Aus. For whatever reason NZ don't seem as bothered about players playing in ESL, Tommy L for example was still a main stay in the NZ side when he played for us for example

The RFL can't raise the salary cap without the agreement of the SL clubs and they voted against it.
In 2015 the cap is £1.825m and so he is fitting Locke under the cap and possibly another top class NRL player.
If he has found a loop-hole or is simply ignoring the cap Salford will get done for it. There is no way to avoid it as we found out when we didn't actually break the cap in 2006 as players deferred wages but this was deemed against the "spirit" of the cap.
Maybe he wants to pick a legal fight over it and will deliberately break it. We shall see.
In the meantime a top class NRL player at his peak has been signed by an SL club.

All that with TL was before the NRL salary cap went through the roof and the £/NZD exchange rate went south.
Salford have signed a top class player from the NRL in the current climate which is supposed to be impossible.

Yes.
It's a live cap whereby each player is given a "salary cap value" based on his wages and various other benefits being given a monetary value and that value added the total.
So if Koukash gave Locke a house the RFL would assess how much that was worth over the season and add it to his salary cap value.
As soon as a player joins a club he is given his salary cap value.
So if any of Salford's signings took the club over the cap when these players salary cap values were added in then the the RFL would know right away not after the event.
If you read the rules the cap is pretty stringent and casts the net wide in mopping stuff to add to the players value.
There is no point handing out brown envelopes to get round it either because sooner or later this would come out.

If the saintly doctor is flouting the law or indeed trying to tempt the rfl into a fight I would hope Salford pay heavily for his audacity. But this is purely speculation and a tad jealousy on my part.One thing that springs to mind is that you can have the best side in the world just as long as you have a coach with nounce and a team willing to play for him.That is not on show for me at the moment.
