I seem to remember that David Watkins, (Salford scrum half) had been seriously hurt in their previous seasons encounter.

On reflection, you're right, he was.
He was a good player too, he took a lot of stick in his first season in League, big name and all that but he survived, just like Jonathon Davies did at Widnes.

Is it worth considering a new category of offence on the lines that when an act, deemed to be malicious, results in the victim missing matches, the offending player is suspended until the injured player is certified medically fit to resume?

Difficult, what happens if it is a career ending injury, or an injury during the playoffs/GF to someone in their last season before retirement

Or additionally if it isnt a key player they may not be rushed back or indeed kept out on purpose
