I did wonder why but it makes sense really. Photo finishes in a horserace can be varyingly deceptive from course to course depending on the position of the camera in relation to the post. You could end up with a whole load of dodgy angles in a match as the pass in question could be anywhere.

Unfortunately when sides play to the very edge of the rulebook it makes it difficult for officials. What appears to be forward by all in the crowd could infact be perfectly flat when released, thus legitimate. However, when teams play right to the edge of the rules they sometimes (not that often) cross the boundary and it gets missed.
I'm not so sure... I think it's always been that the ball must not be propelled forwards.jao 711 posted:
