Sorry to be tedious, but what I meant to ask was this...
If Deacs has today a contract for playing wirth 50k pa this year and coaching 70k next year, can we adjust that so that it becomes 50k to play next year and 70k to coach in 2012? If so, does that count as 50k when looking at the cap for next year?
In Hock's case if we pay him 40k for half a year next year does that count as 40k on the cap (rather than 80k)?

That is probably true but Hock will get given a salary cap value in 2011 and it won't be just what he actually gets paid.
If he gets paid £5K a month his salary cap value will be £60K not £30K (assuming he is contracted for half a season). There is some leeway for clubs to pay a bonus if they win anything but that doesn't affect a players salary cap value.

The minute Deacs plays a qualifying game all his wages paid to him by the club are used to calculate his salary cap value. If he has one year playing contract that ends at the end of this season then anything he signs for next season can be for however much he and Wigan agree on.
If he has a two year contract that says next year he gets £70K as a coach but he actually plays, then his salary cap value would be £70K and any attempt to pay him less would I assume fall foul of the deferred payments rule (which is now an actual rule whereas it wasn't when we got done for it).
In Hock's case if we pay him 40k for half a year next year does that count as 40k on the cap (rather than 80k)?
It counts as £80K.

Why couldn't they say that Hock's salary is going to be £40k, then he gets £40k?

Are you sure Dave? in the NRL it has been muted to dispense with a salary cap as it stands now and give players fictional values but even the NRL have not gone that far. Interestingly the NRL seems to be going away from a strict cap with marquee player bonuses in the case of Inglis who for example was even officially (I think) paid $500,000 by Melbourne but is now paid $300,000 by Brisbane whilst Mark Gasnier who joined St George mid way through a season from Union is paid very little for this half season but his salary will increase substantially in 2011 and beyond.
If any club in SL pays a player £40,000 in one season then £80,000 in the next as long as that was agreed from the onset when the contract was signed / registered with the RFL then the RFL are fine with that are they not?

They can do that but the salary cap value for both seasons will be £80K if the player joins in the first season half way through and takes home £40K in that first season.
It works like this to stop clubs getting marquee players on the cheap for a few months at the end of the season.
If we use when we got rid of Mathers and got Gleeson as an example lets assume Mathers was on £80K and Gleeson was on £160K and that they left/joined half way through the season.
When Wire let Gleeson go that freed up £160K off their cap.
When we let Mathers go that freed up £80K off our cap.
Now if we paid Gleeson £80K for
six months and it only counted as £80K on the cap then we would have ended up with a £160K player for only £80K's worth of impact on our cap (and Wire would only have £80K to spend on replacing a player worth £160K if what they paid him already remained on their cap).

They can but his
salary cap value is calculated pro-rata on his monthly wage. So if he joined half way through the season his salary cap value would be £80K despite the club only playing him £40K.
