this is one time i'd like to hear all you guys turning round saying i told you so.
But if you are correct, then the RFL have some questions to answer because it would mean the whole salary cap scrutiny process is a bit ridiculous IF it has already been determined what the penalties are before anyone has even looked at the accounts.
So unless people know what the figures are for these clubs, how can they say what the penalty is going to be?
