But the reason for the cap has changed over the years - originally it was to stop clubs going bankrupt, which is why it was 50% of income.
Only later was the "dumbing down" reason brought in, and with it the finite cap.

The 50% rule should stay, IMO, for the original reason, but not the flat rate cap, which gives no incentive for clubs to improve their infrastructure once they're at the cap limit.

not scrap it increase it and push the smaller clubs to meet the limit or lose there franchise within a time scale also outside investment such as player image rites should not count as this surely outside the RFL authority

As a RL fan, it boils down to this.

I want my club to be as successful as possible. I want to watch the best players play against their peers. I do not want to watch other clubs take advantage of our youth policy because we aren't allowed to keep young players. I want my club to do all of this without going bankrupt.

This is not possible because of the upper limit on the cap. By all means protect clubs from themselves - however don't hold clubs back just to give "smaller" clubs a chance
