What is the point of "on report"

The tackle on Malcolm Alker was not placed on report by Ashley Klein. However, the Match Review Panel, who look at all the engage Super League games on a Monday and have the power to refer any incident to the Disciplinary Committee, decided Makali had a case to answer.
So, what purpose exactly does the "on report" procedure serve, if the Committee look at the games anyway?
