I totally agree, i think modern day society is much more likely to film something like this that try and prevent it. The problem is there are horror stories of have a go hero's. Real question is if he was on a stag do, where were the rest of them? strangers i can almost understand not jumping in but im on a stag do next weekend and if this happened to one of us we'd be all in there together regardless!.
Sadly this bears a lot of resemblance with my colleague case the hotel manager towing the party line "it was the fall that killed him" no doubt they will try and blame it on booze or drugs but its a tragic loss at such a young age
